The Offender Based Tracking System (OBTS) is an integrated, information systems plan, developed with all the state criminal justice agencies to respond to the growing demand for criminal justice data on criminal offenders. An integral part of Connecticut's war on criminal activity is an ability to communicate and manage information on criminal offenders. Timely, complete, and accurate data on persons involved in crimes are necessary to assure these persons are apprehended and prohibited from continuing their criminal activity.
The OBTS is nearly completed. It contains (or will contain) in one system, offender data including: names/identifying data, criminal histories, court data, dispositions, restraining/protective orders, incarceration status, probation information, and parole status; build upon and utilize existing state agency systems and data; provide access to complete, timely, and accurate criminal history; generate reports for state statistical or administrative purposes; and set the stage for future enhancements.
As criminal activity has exacerbated, the need for data held by other agencies has become critical, especially as offenders move from one jurisdictional responsibility to another, e.g., investigation, arrest, judiciary (court, prosecution, defense), correction, parole, and probation.
With its nearing completion, the Offender Based Tracking System (OBTS) is becoming operational. Law enforcement and judicial staff, as authorized, are invited and encouraged to be trained and certified for the use of the OBTS.
The OBTS Training provides procedures to request training. OBTS use policies are described as is the OBTS status and background associated with the initial deployment. Other tabs provide a direct link to the CJIS User Authorization Request (CUAR) form and CUAR Instructions, the schedule for training and locations, and a list of contacts to receive additional information. The first page of the CUAR provides the registration page, which may be reproduced as required; the remaining pages reference options and codes used in completing the CUAR.

{TOP of page} OBTS Projects
This OBTS program was begun in 1995. In fiscal biennium 1995-1997, the legislature authorized the first phase of the project, with a bonding authorization of $10.5 million. The project has grown and funding to develop and establish the OBTS is $26.1 million. An additional $2 Million is providing for additional enhancements and system application supports. The system is operated by the Department of Information Technology (DOIT).
The thrust of the OBTS initiative provided for a project manager to advance the OBTS concept and to manage its implementation. Under an agreement with the State of Connecticut through the Office of Policy and Management, MAXIMUS, Inc. provided project management and system integration services. MAXIMUS developed the OBTS organizational structure; conducted workflow analyses; defined data, application, and communications architectures; and developed RFP specifications and requirements for system development. They managed the systems development; develop a strategy and plan for systems implementation; and implement the system. Sierra Systems was selected as the OBTS development vendor and has completed the baseline version. They are continuing to provide application support to interface with evolving agency legacy system changes.
The OBTS is a major initiative in Connecticut Criminal Justice Information System (CJIS) programs.

The authority for the development of the Offender Based Tracking System (OBTS) occurs as one of the responsibilities of the Office of Policy and Management. Specifically, the Office of Policy and Management, in part, has responsibility for criminal and juvenile justice planning and program evaluation.
